ABOUT AGN
The African Group of Negotiators (AGN) on climate change was established at first session of the Conference of Parties (COP1) of the United Nations Framework Convention on Climate Change (UNFCCC) in 1995 as an alliance of African Member States that represent the interests of the region in international climate change negotiations. The Group comprises National Focal Points (NFPs) and Lead Coordinators (LCs) drawn from across African countries that are Party to the UNFCCC and its related instruments.
Organizational Structure of the African Group of Negotiators on Climate Change
The AGN structure includes the Plenary; consisting of NFPs, LCs and the AGN Chair, supported by a communications specialist and the Executive Assistant who coordinates and manages the day-to-day administrative activities of the Group.
The Lead Coordinators operate under the authority and guidance of the AGN Chair who in turn reports to the AGN Plenary of member states. Periodic AGN plenary meetings involving NFPs, LCs and thematic advisors are held at least three times a year to prepare the Africa region’s positions and strategies for negotiations under the UNFCCC.
The AGN prepares and drafts negotiating text and common positions for COPs and other UNFCCC mandated events, guided by policy decisions and key messages as agreed at the highest levels of continental leadership; the African Ministerial Conference on the Environment (AMCEN) and the Committee of African Heads of State and Government on Climate Change (CAHOSCC).
Supported by African technical organisations and other cooperating partners, the AGN acts as the unified voice of the African continent and its special needs and circumstances at all climate negotiations.
